When I decided to make my own Chaos Legion, the first thing I thought of was their background story. Essentially they are a fallen chapter of Space Marines cursed by Tzeentch and bound to his will. I wanted to represent their mindless servitude by binding my models in chains, but I'm not sure how to go about getting them since Games Workshop doesn't seem to have what I need.

I'm looking to put these on plastic and metal models alike, so they have to be lightweight and preferably don't move much if at all. Does anyone know where I can find such a thing?

Hi go find your local bead shop where all the jewellery makers hang out they keep chain of every shape and size also chromed tubes for cool exhausts

Most Arts and Crafts stores (Michaels, Joann's or A.C. Moore) will carry chains in there jewelry making sections. Blue Moon is a good brand. If your looking for the absolute smallest chains look for items for model ship building. Those are the smallest I've seen and used for my conversions.

Any chain fine enough to scale well with a 40k model is going to weigh very little, regardless of the material used, so I wouldn't worry about that overmuch. It will, however, likely want to drape naturally. If you want to keep them still, a tiny dab of thin CA glue at the joints between links will do the trick. You can actually get some pretty dynamic effects by manipulating the chains while "setting" them. As far as procuring them is concerned, most craft stores carry usable ones (although I can only personally vouch for Michaels), as do online vendors (industry suppliers like Rio Grande, right down to small shops on Ebay and Etsy catering to the DIY market).
