Guardsmen on foot en masse is viable in-game. Lines of dudes standing in firing lines will get eaten, set on fire, melted by acid, blown up from space, or whatever. There's a reason modern military don't do this.

There is also a reason modern military doesn't load up infantry into an APC and equip them with chainsaws, pistols and flamethrowers. This still a viable tactic in 40K though  .

Yeah, but only because the tabletop game is not done at true 28mm scale. If weapon ranges and starting distances were in scale with the models and movement distances assault armies would disappear entirely and assault would be a rare event to clear the last survivors from an objectivve.
