I just read pg 63 BRB about characters and assaults. It says they cannot be singled out??
Also where in the rulebook does it say that independent characters can be singled out in assault??'

I have been playing as if both types can be singled out but I have yet to read this in the rulebook myself.

That's a 5th edition rule. The only way to single them out now is challenges.

So if the IC is the closest model to the PF sergeant then he will be who gets allocated the PF hits first, which he may then LoS.

This applies to any character, not just ICs also. Expanding your answer, not saying its incorrect. However all characters can be chosen if you roll a precision strike in assault or precision shot in shooting which is a slight bypass to the 'can't be singled out' statement.

True that precision shots/hits go where the controlling player wants but they also can be pawned off with LOS!
