They're only in the Carnifex kit. Your best option is to buy them through a bits site, though that gets expensive. I've only found them on Hoard o Bits, and it was over $5us for the whole weapon frame, and they didn't sell the devourers indivisually. No other bits site has them in stock when I check.

Keep in mind, the Hive Tyrant wings take the upper arm slot, leaving only one arm slot for the devourers, so you'll need to do some conversion work if you plan on giving it two pairs of devourers.

Up top is a devourer from the carnifex sprue.
Down bottom is a (slightly cut up and reassembled) devourer from a termagant sprue.
The gun is the same size, and almost identical.

Just cut off a scything talon arm at the wrist, cut the termagant arm off the devourer, glue them together, and pretty much no one will tell the difference.

Personally on my next flyrant, I am going to take the same approach as on the Ravenor models and do "throax mounted" devourers. I run my Shrikes that way.

A little greenstuff modeling or pin drill work and thing a little paint and you would be good to go.
