To make an army list that works utilizing Swooping hawks, Wraithlords, and striking scorpions? Been wanting to play eldar again, but these models really call to me, but not sure what works well with eldar and these guys in 6th ed.
Hawks are considered by most garbage, but in the right hands can be decent. Wraithlords are good but I personally only like them as Swordlords (wraithsword + dual flamers) since at 100pts they can't really go wrong. Scorpions took a hit now that they can't assault from outflank, but at least they aren't sucking as bad as Banshees in 6th.

well with those 3 you are set up to play objective denial. Seeing scorpions can't charge, I might want to get them into a serpent so they can outflank shoot at the enemy. Hawks can harass but they are deadly against tanks - it is just that they will die to whatever they open up from the cans. Also seeing you are going to be dependent on reserves you may have a list that needs an autarch.
Perhaps something like this:
Farseer on Bike
Autarch on Bike
6 x Bike squads
3 x Hawks
3 x Scorpions in Wave Serpents
Bikes can dink and dunk while the hammer (scorpions in serpents) comes in.
This would be a highly mobile list ... just don't deal with termies other than that hole, not bad.
If you have points and want wraithlords I would either go anti-tank with BL and EML or anti-TEQ with BL and Starcannon.
If your going reserve heavy think about an ADL with a com station. 70pts and you can reroll all reserve roll (pass or fail). Helps remove some randomness at a rock bottom price. And you can always by a gun to go with it and stick some gaurdians there.
