Coming from 40k, where you have very clear slots for your units and then LotR where you can field whatever the hell you want as long as you have a hero for every 12 soldiers, the WFB system confuses me. What can I take and what can't I take and how does it work? I hear High Elves do something completely different, is this still the case in 8th Edition?

Up to 25% of your total points in Lords
Up to 25% of your total points in Heroes
Minimum of 25% in Core
Up to 50% of your total points in Specials, max of 3 of the same/like unit up to 2,999 points (For example you can have up to 3 units of lead belchers even if they are different numbered like 4, 5, or 6 in a unit still counts as 3 of the same)
Up to 25% of your total points in Rares, max of 2 of the same/like unit up to 2,999 points (For example you can have up to 2 Ironblasters)

You must have at minimum 3 units, not including heroes or lords so... solo Heroes or Lords do not count as a single unit.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

This,

High Elves have double the above limits. So they can have 6 of the same Special and 4 of the same Rare.

And correct me if I am wrong but if you are playing at 1,000pts and your army is sitting at 998pts the percentage applies to your army points not the game points so your new cap is 249pts for lords or heroes and so on.

That's debatable. I personally think its % of your actual total, but some people think its whatever the max is.
