Drop Teclis. You are shooting yourself in the foot. A T2 character with no saves is begging to be cannoned off. Actually you are better off with a normal archmage with the book of hoeth as it is a cheaper combination. You also need to specify what lore you are taking. If you're insistent on taking Teclis, I would recommend lore of Metal.
Get a BSB. This is one of the most important things in a high elf army. If you want to keep Teclis and Korhil, take a big block of phoenix guard and give your BSB the banner of the world dragon.
A general rule for core in a high elf army is to minimise on core, unless you are running the power spears. So I would advise taking 500 points of core. Or keep as close to that as you can.
Cavalry in 8th got nerfed with step up and steadfast. I personally would drop them and take more white lions/swordsmasters.
There aren't enough bodies in the unit of lions to make them an effective unit. T3 with a 4+ in combat isn't that defensive.
Bolt throwers are overpriced for what they do. I would drop them and take more lions/swordsmasters.

It largely depends on your playstyle and what you want your army to acheive, but you can't go far wrong with Metal, Life or Shadow. High Magic is a good lore, but I wouldn't recommend it on Lvl4s, and Beasts is another decent alternative for HE.

Certainly, it gives you more flexibility, more spells, the ability to take more useful Arcane Items and it gives you something to do in the Magic Phase if your Lvl 4 rolls appaulingly for his first spell.
You can make a good army list without an extra Wizard, but I'd certainly recommend it

I wouldn't take the banner of the world dragon UNLESS you take teclis and the bent pg unit of doom. Other than that, the only change I would make is dropping the champions off each unit and getting the standard of sorcery on your white lions.

A large unit of Pheonix Guard joined by a BSB with Banner of the World Dragon and Teclis. Darkavenger's right, don't take the banner unless you're running this, and there's no need to do so anyway.
As for your list, switch the Lores around on the Wizards, combine the two Speamen units into one and change the Noble's setup to: BSB, Armour of Caledor, Guardian Pheonix, Great Weapon.
You should then hopefully have saved enough points to buy an Eagle! Woo!

Stay with high magic. Back n the day my lizzies could take high. If you can horde the sword masters you will be more effective. Core stick with spears and minimum. Nothing scares charcters more than rank and file spearmen. Use your repeaters for catch all. Position is key. dont rush into combat. The first couple of turns are very important. Concentrate your projectiles for max damage. Ive always liked high elves. If you like magic, high elves is top tier magic dominator. High magic is rediculously powerful imo

Drop telics and korhil get a nice a regualr lvl 4 and some choppy hero or a bsb. Remove all your special choices for Pheonix Guard and a banner of sorcery.  Swordmasters are too fragile to be that good since anyone whos played a bit knows to shoot sword masters down immediately or bad things happen to their army, and 30 white lions I can see that working very well depending upon terrain and the amount of oppositional shooting, but Pheonix Guard are still better. Also you really need some archers, or lotheran sea guard. I dont really know if you need repeater bolt throwers so much, they are only good against big monsters that can smash stuff in the face. In which case, the White Lions or Sea Guard are more than capable of doing so. Maybe look at having an eagle or 2.
On a side note I personally love the Dragon Princes of Caledor however with their cost and only 1 wound, and the nerf (they are no longer immune to fire just have a good ward save) I have trouble justifing them in any game under 6000 points. In which case they can be devestating since armys that size has every thing and you have the points to waste on 15 of them.
