if so, how much$,

how long? Do you buy minis ($250.00 ttl)? or do I & mail them?

I can buy this army painted piece by peice & unit by unit on ebay & it will cost me $560.00 ttl... Can you do better? MInis & painting & postage for under $500? Top level painting?

Well it would really depend on a few key variables.

Such as:
A time frame to work within.
A standard with which to determine quality painting.
Whether or not you want to build and model the figures yourself.

Some things you might want to include.

560 bucks won't get you a decent job. First glance at that puts it at around £800 (so around $1500) of work at my rates and baseline standard, more if you want fancy freehand doing.
That's just for the models in the image by the way. The full 2000 points listed would be substantially more. it's the fact there are many character models in there that drives it up.
