To start Hi All ....
Second I have an identity crisis going on. I have built up a small force but don't know what they are and therefore how to paint.
I have:

AOBR Captain
Termie Librarian w PP
AOBR Tac Squad + Rhino
5 man Scout Squad ( bolters + HB)
5 man Assault Squad (BP+CS , sarge w Power sword and PP)
3 Bikes + 1 Attack Bike w HB
5 man Termie Squad (Cap, CML all chain fists) + LR
Dread w AC and CC arm w flamer

To my knowing this is a generic good to go army to start and learn with , but what in the universe chapter does this sound like ?

Ultras ? I never thought of them. I've been waffling every time I look in the codex. Part of me loves bash and smash and the other part is a blow stuff up kinda attitude.

Well my suggestions would be the following. Are you at all interested in your own home-brew/successor chapter? This can be done to great effect. Second, do you have a favorite Primarch? This can greatly influence what army you want to go, as you will naturally like the army that came from your favorite Primarch. Third, do you want to have an army from the fluff, but that isn't a front runner in the lore. See something like Celestial Lions or the like. If you are looking for certain colors this cna help too.

Well I'm not the creative type and no real love for a certain Primarch. My wife wants them to be red because they would be "pretty" but I'm not big on BA. I'm 40 so not too super competitive anymore so just shooting for fun play. I do like the Calgar model so maybe him with Orar colors ......

Honestly, you could do Blood Ravens, they also have a red paint scheme, as well as a bit of an interesting back story. I know that when I eventually field marines I'm torn between going Blood Ravens or Ultramarines.

It sounds like you want to run with a generalist, little bit of everything codex army. Which, classically, is an Ultramarine army. But if you are going with the vanilla codex, the sky is the limit for color and fluff. Thumb though the book, and pick a color scheme and iconography that you like. Or just punt on the flipping through the book part and just run with what you like, making your own homebrew chapter.

Every time I try my own it comes out looking like my orks. Goblin green with Brown pads and trim. Dubbed them Ork hunters, kinda army jungle type . I started long time ago in 3rd edition collecting and modelling but till now never got really into playing. My space Ork army is my hobby but I wanted one for play.

If you haven't built the models, buy a box set of death company. Use their part to decorate.
I could make a very reasonable blood angel list with your model list, with a couple of extra models just to be sure like priests. The death company parts will make them feel like blood angels.
