Do both the left and right sponsors count as one weapon for the purposes of shooting at a different target?

Each sponson contains one Hurricane Bolter. That makes two weapons.

One sponson (3 TL boltguns) is one weapon, the other sponson hurricane is another. All weapons must fire at one enemy unit but potms lets you fire one of the vehicles weapons at a different target or fire it in addition any you may fire.

You can poms either left or right sponson but not both.
