Most armies can put out competitive non-transport / tank lists by going for deep striking / quick troops
CSM / SM /GK - Jump pack / termies
Orks - Stormboys / Mass mob assault + weirdboy teleports
IG - Gun line + Roughriders + Penal Troops
Eldar - Infiltrating Scorpions / Warp Spiders / SHawks
Etcetera....

You kinda get the idea.

But some are better non-transport armies then other.

For instance a Necrom shadow shroud jumping around looks funn and eficient.

Daemons, obviously. But there are plenty of good nontransport lists- if you need speed, there's bike lists, drop lists, or if speeds not important foot lists work fine.

Technically Nids have transports (Mycetic Spores). Just nothing that moves once it hits the table.

We used to have Malefactor, but not anymore. Miss using those.

A drop pod has five times the painting surfaces of a Rhino and it is hell to glue together. Yes I count it as a transport.

Horde foot armies got nerfed to the warp and back this edition, so my advice is to avoid these unless you are a really dedicated player in a balanced environment.

Have you played a horde foot army in 6th? And if so what army?

HIDING IN THE METAL BAWKSES!!

BA does it pretty well despite not being able to have the whole army jump in anymore. Have some shooty units on field with FNP (Or some allied Deathwing Termies) as the anvil then hit them with your deep striking DOA units.

I'll have you know that its the first of the three sample armies GW have in their Ork Codex, so it must rock.
I would have said the IG would be the poor choice but it meets the no - transport requirement of the post.

Hordes still rock (apart from taking all night to move the models) particularly large units with S4 guns.

Template weapons have a pretty short range. Just becasue it's horde doesn't mean that it is only good at CC. 30 fleshborer shots with PE is pretty nasty.

Unless you mean blast markers too, but then you get your cover save (go go Venomthrope).

On topic. DA;s as they stand right now generally don't use transports. Deepstrike yes, but not transports. Ravenwing/Deathwing for the win.
