If a chaos lord buys a bike. Can he then change out the TL Bolter on the bike for a combi-plasma?
-The ranged weapon section says change out any one weapon.
-Is the TL Bolter a weapon since the bike is actually a piece of wargear that comes with a TL Bolter?
-Chaos bikers can do it, can the lord as well?

I was wondering the same myself recently, even just with regards to, can a Bike Champion trade out his twin-linked bolters for a combi-weapon.
The conclusion I came to based on the bike unit's wargear entry was that no, the model doesn't actually have a Twin-Linked Bolter, he has a Bike which is said to be fitted with the weapon, the chaos biker option is an exception because it specifically permit's them to change the bike's weapon, but the weapon still technically "belongs" in a sense to the bike, not the model riding it.
Similarly, when a Lord buys a bike I would say he only has the bike, he doesn't technically possess the twin-linked bolter to be able to trade it in for something else.
It's certainly a bit unclear though.

Aye, the lord isn't equipped with the TL bolter, it's mounted on the bike he's riding. He has to swap out one of his own weapons if you want one from the armoury.

If the bike is his gear then that makes the bolter his gear by default, so yes it is his weapon. If not then he could not fire it, the bike would need to fire it which we know is impossible. I would allow you to switch them out. In fact this is exactly how it worked in previous editions.

I don't think this is how it works. The bike is a part of the character's wargear, true, but you generally can't modify the wargear unless the wargear entry itself says you can, and the Chaos Bike entry doesn't say anything about swapping out the weapons mounted on the bike. Just because the Chaos Bikers can change the wargear doesn't automatically mean a Chaos Lord can, because they are given specific permission to do so and the Chaos Lord is not. Also, the Bikers do not get TL plasma/flamer/melta guns, they just replace the TL bolters with the a normal version of the selected weapon. Nowhere does it state that the upgraded bike weapons are TL.
Remember, the TL bolters on a bike are in addition to all the wargear the Chaos Lord already has, and he doesn't have to replace them or his CCW to equip a plasma gun.

He does have to replace " A weapon" to get a combi-plasma so yes his ranged or cc weapon.
