After DeathReaper responded very quickly to my question about the Eldar Avatar being a Character or not, I took a look at the reference sheet. I noticed that Eldar Wraithlords are classified as Monstrous Creatures and Characters, but Dark Eldar Talos' are only classified as Monstrous Creatures. I could not find another Monstrous Creature in the 40K rulebook reference section that was also classified as a Character other than the Wraithlord and the Tyranid Tervigon. Is this intentional for some reason?

But aren't they also HQ choices? I think I'm perturbed simply because a Wraithlord can waltz in and intervene in a challenge between two infantry characters, but a Talos cannot. I really can't see the difference between the two roles in their army lists.

The rationale is not entirely clear. Dreadknights are also MC/Characters. Maybe the Talos is felt to be too mindless.

That´s because their roles are different.

The Wraithlord is intended as either a gun platform or a melee tarpit/heavy hitter.

The talos, on the other hand, is meant as a CC-machine intended just to smoosh things.

The Talos is supposed to be the DE version of a super heavy combat servitor.

As it stands the Talos benefits from not being a character, in so far as it cannot be forced to fight just 1 model at a time.

The Wraithlord is an old expert of war put into a new body. He may not be entirely there, but when he is he is still a skilled killing machine. The Talos on the other hand is a giant mutation of a being. What little mind they have left over after their transformation into one, I doubt even comprehends what a "challenge" or "duel" is.
