Ok noob question alert but my Crons can't take powers so I have just overlooked them anyways if I take a grey kight Libby and buy 6 powers for him does he get 6 rolls on charts if I swap out or his mestery levels worth.

Easy tip is to look at the FAQs, for the non-6th edition codexes this tells you exactly what powers you can take, how many, etc.

Unless the codex overrides, p418 details how you can substitute codex powers for BRB powers. Without codex overrides, 1 roll per Mastery level with the option of taking the primaris power (once) if you don't like what you roll. I'm a bit surprised the Errate doesn't describe the 6e psyker options for you.
