It depends on your army. If you're playing Eldar they're a 0-1 option and cost 10000 points, if you play ultramarines they're an unrestricted troops choice and cost 10 points each.

Technically, you can have more than 1 Balrog, as there are fluffy incidents of there being at least 2 in the Silmarillion. They are also heroes and can thus lead warbands.

However, at 400 points, you're not going to get much else in, and IMO, they're not fun to use.

If you read some of the fluff 'Balrog' was a species name and before the first sage morgath (I think) created lots of them and the firstborn slowly walked through them until only the Balrog of moria was left so technically yeah, sure, but it wouldn't be very fun

I played ONE LotR game in the store where I had it in my head I wanted to field the ring wraiths and the Balrog. I was thinking uber army of Sauron. I took on any opposers. (I think it was like 1000 points)

being a 40K player I thought it would be fair.

it was not. a few Orc and Uruk Hai armies showed up and the astronomical amount of units they fielded just completely overwhelmed me. I was dead, completely, in 2 turns.

the mechanics of the game just simply don't (or didn't, I haven't played in a long time) allow for large character armies to bode well against the hordes.

anyway my point is, you CAN, but I don't think its going to be worth your time IMHO.

Balrogs were corrupted Maiar, spirits of fire turned to the service of Melkor, or Morgoth - the Great Enemy. They served as lieutenants in Morgoth's armies, and were the only ones able to keep Dragons in check, driving them fourth on the field of battle with their fiery whips. At the end of the First Age, when the Valar marched out of the West and unmade Morgoth's power permanently, most of the Balrogs were also destroyed. The few remainders fled far away into Eastern lands, or hid in the deep roots of mountains... one such being, of course, Durin's Bane.
