Seeing as how they're already overcosted, and their abilites are somewhat...underwhelming, I thought I'd come up with a few new powers. Feel free to C&C on what i've posted, and feel free to suggest your own.
(Be Gentle)

Deception 50 points
The C'tan manipulates the space around a target squad, causing them to believe they are the enemy, single monsters are caused to believe they are crawling with smaller foes, and attack themselves instead
Crunch
Range 24 inches
Unit takes a leadership test on 3d6, or fires upon itself, resolving the attacks as if it were firing upon an enemy
Monstrous Creatures instead attack themselves 1d3 times.

Rupture 25 points
The C'tan unleashes a spray of prismatic, primordial energy, burning and wasting away those caught in the effect.
Crunch
Range: Template Assault 1
Str 8 AP 1d6

(This one is for those who want a Shard of the Void Dragon)
Dues Ex Machina 45 points
The C'tan exercises its control over the physical universe, making electrical circuits fire as it sees fit, and assuming control of a vehicle's function
Crunch
Range 36 inches
Select a target vehicle, and roll a 1d6, on a roll of 3+ the C'tan assumes control of the Vehicle, and may move and shoot with it as it were belong the Necron Player's army for the player's current turn.

Dyson Sphere. 40 points
The C'tan creates an impenetrable sphere of energy around a small area, which then collapses, crushing whatever is caught inside in a powerful implosion
Crunch
Range 24 inches, small blast template, heavy 1
Strength 10 ap 1

Powerfield 25 points
The C'tan is sheathed in crackling power, making it exceedingly hard to harm, as energy bolts are scattered, and solid munitions burn up before impact.
Crunch
The C'tan's Invulnerable save is increased to a 3++

Velocity Jumps 50 points
The C'tan makes reality-breaking leaps to reach its destination on the battlefield
The C'tan is now a Flying Monstrous Creature with the Fleet & Hit & Run special rules

What would be reasonable? 30? 35? The thing already costs 185 points, with very little utility. and two REQUIRED power purchases.
Would it be more balanced if I reduced it to a 3+?

But at 20pts, this power would be no-brainer for anyone wanting a C'tan shard. Dark Eldar have a 2++; It's on the T3 Archon, and he fails it it goes away, and that still cost 35pts. I'd say no less than 30 pts. Or 20pts for a 3++.

45 pts for the Dyson Sphere seems a bit much. Maybe 30-35.

For Deus Ex Machina, maybe drop the restrictions ?

Okay, I've changed powerfield to a 3++, and Reduced the cost on Dyson Sphere.

@ Arkon, I simply meant rules in regards to moving more than combat speed and snap fire, firing arcs and the like, do you still believe they should be dropped?

Some of these are easy to see that they are shooting attacks, but what about the others, like: Dues Ex Machina?

I was intending it to be along the lines of Arankyr's "Mind in the Machine" power, just more powerful. You would not roll to hit, at least, thats how I intended it. I've edited the wording for Deus Ex Machina, and removed the restrictions to bring it in line with the Mind in the Machine, except allowing movement.

Force of the C'tan 30 points
The C'tan lifts its hand and with just with a thought of will it can choose to push or pull a matter of its choice.
Pick a unit (friendly or enemy) within "18 range (shooting phase), this unit must take a Strength test. If the test fails, then it moves 2D6 towards a direction chosen by the casting player. If it passes roll a D6 instead.
If the target if a vehicle (even a walker) then it always moves D6 and no test is required.

Barrier of the Warp 25 points
An ongoing shield protects The C'tan weakens the damage caused by the power of the Warp.
The C'tan's Deny the Witch is increased to 3+ and any non-vehicle model in base contact with the C'tan with the Deamon special rule takes a Strength 4 hit, AP - at the start of any combat round, a vehicle with the deamon rule instead takes a glancing hit on the roll of a 4+

Ballistic Reflection 20 points
Any ballistic force that strikes but does not hurt the C'tan is repelled towards a nearby foe
(same rules as Lychguard Shield, but range "12 instead)
Can be combined with iguy's Powerfield

Velocity Jumps 50 points
The C'tan makes reality-breaking leaps to reach its destination on the battlefield
The C'tan is now a Flying Monstrous Creature with the Fleet & Hit & Run special rules

Solid Corrosion 35 points
With a build-up of energy, the C'tan can spray acid energy over an area of the battlefield.
Pick a piece of terrain within "24 (shooting phase), this terrain no longer grants cover saves for this turn, and any unit within it takes a strength 3 hit with no armour saves

Energy of the C'tan 40 points
The C'tan uses it's divine energy to enpowering a friendly force.
Pick a friendly unit within "12 range (movement phase) this unit now has +1 Strength, Toughness and a 5+ invulnerable save until your next playable turn.
This cannot be used on itself or other C'tan models and/or Orikan (Empowered)

Rejuvenation 15 points
The C'tan's Necrodermis regenerates at a faster and efficient pace
At the start of your movement phase roll a D6 for every wound the C'tan is missing, on a roll of a 6+ the C'tan recovers a wound to maximum of 4.
(yeah it's cheaper than Tyranids, its expensive in that codex)

The Presence of the C'tan 60 points
Despite what the Necrontyr transcended into, a C'tan Shard's presence gives the Necrons memories of the God's defeat
Every non-vehicle unit from Codex Necron under your control has the Fearless special rule until the C'tan is removed from the battlefield.

Honestly, all the C'Tan really needs is the option to become a Flying Monstrous Creature (50 points seems fair). It would make the C'Tan worth his (currently ridiculous) points cost. Aren't C'Tan supposed to ignore the laws of physics anyway?

Also while I'm here, I would fix the normal C'tan too

Make it start at 175 points and it comes with Pyreshards (for free)

Entropic Strike also effects shooting attacks caused by the C'tan in the shooting phase.
Gaze of Death is decreased to 40 points
Moulder of Worlds is decreased to 10 points
Lord of Fire should be "24 range
Swarm of Spirit Dust replaces stealth with Shrouded and effects friendly units within "6 with the cover and defensive grenades, increase to 30 points
Sentient Singularity is decreased to 10 points
Grand Illusion is decreased to 35 points
Transdimension Thunderbolt is decreased to 35 points

For IGuy91:

Powerfield should be increased to 25 points
Dyson Sphere should be increased to 45 points
Deception should be increased to 50 points

There's a lot of combos you can do here.
You can take Entropic Strike + Moulder of Worlds for lots of entropic shooting attacks
Or have a Flying Monstrous Creature with the Fearless (The Presence of the C'tan) (making sure it can attack and support the army)
or use "Presence" with "Energy" to boost combat necrons like Flayed Ones or Lychguard
Or troll around with enemies with Force of the C'tan and/or Deus Ex Machina/Writhing Landscape
Or Have a deadly shooting C'tan with Rupture/Dyson/Thunderbolt
Or have a "still standing" C'tan with Rejuvenation and Powerfield (cheapish too)
Lots of more fun and interesting choices and it makes C'tan worth taking much more

Not bad ideas at all there Blackgaze, i've updated the points values on the OP

I also really like the idea of Velocity jumps, so I think I will add that to the post, being able to fly, and ignore difficult and dangerous terrain is pretty nifty
Could we maybe consider giving it the same kind of protection against warp powers as a Rune priest, like an AOE boost?

I like the concept, but its also a lot like deception. Except it can be used at range, and relies on the unit's shooting attack profile.
