Depends what gangs you're going for.

Heresy do a very nice line in trenchcoat gangsters, which are pretty much as close to House Delaque as it's possible to get. They're a bit pricey, but not objectionally so.

Could use the Warpath Corporation figures for Van Saar with a simple headswap (helmeted heads aren't very fluffy), or leave them as is for Arbites.

There's also lots of possibilities in kitbashing GW figs, if you're just looking for options outside of the official GW Necromunda range. Catachans can be used pretty much right out of the box for Orlocks (though a little too 'roided out looking for my tastes). If you're willing to do some filing, some of the new DV cultists would make passable Cawdor or Redemptionist figures, or you could create some appropriate looking figs using Empire Flagellants from WHFB. Chaos marauder torsos make good alternate Goliaths, as well.

The Land

A mate of mine is using some Hasslefree minis as a counts as Van Saar gang, although he's using all female minis for a bit of variety. They're a wee bit smaller as far as scale goes, but they do the job and look cool, too. I've got their Andreah mini to use as either a Bounty Hunter (in place of the Andy Chambers-esque BH mini) or as a gang leader for a gang sometime.
