Ignore the jerk, It depends on what you mean when you say theme. Do you mean like which god your army serves? Do you mean like how they got started? Were they a branch off from another chapter? Are they recent traitors?

When you say Theme do you mean the armies tactics/backstory or a colour scheme for their armour?
If it is the former then a good place to start coudl be to have a read through the backgroudn fluff for the traiotr legions - that can give you a good idea anda basis of the army as a whole.
Do you have a back-story in mind nd just need help applying this to the codex? The new 'dex actualyl gives a bit of fluff and backgroudn on the original traitor legions as well as a few other Warbands that ahve similar (but thematically different) tactics, sotries or ideologies.
Having said all that - if anyone HAS made an 80's themed army the pics could be Epic!!

I'd been trying to convince my friend (who's greyknights I'm painting) to let me paint them up like slanesh since he's restarting his slanesh based chaos marine army. A few boxes of bits from ebay, a little green stuff and it would be the most awesomely traitorous thing ever.

Chaos Wolves have been done before (didn't Huron turn some at some point?) so it certainly feasable. I always thought Space Wolves were pretty border-line anyway tbh.

Not until next edition when they reveal that the inquisition has been lead by people who are secretly possessed by demons all along O.o
In all seriousness though, that fact of impossibility is what makes it funnier. It would essentially be a one off custom build army that skirts dangerously close to be just a count as army... but still, done correctly it would be epic.

I like the idea of a chaos space marine army that didn't quite embrace the whole "We're evil, hell yeah!" Keep all the spikes and tentacles, but maybe model them as if they'd been misled, caught in a grand illusion of Tzeentch, or the honorable conflict espoused by Khorne-falling prey to the spiralling joy of killing foes for the glory of the emperor.
It'd be kind of a ragged warband, painted in old, faded chapter colors, and without quite so much of the chaos imagery (undivided sigils everywhere...) that you see on some armies.
I don't know, I always thought that'd be interesting. An actual moral gray in 40k.

Check out the new renegade forces in the CSM codex, see if any of those (most of which are painted up in the hobby section) catch your attention.
