if anyone can answer this my friend have failed me on this so now i turn to you guys.
1) I am using commander R'alai from forge world can he use the bodyguard team from the tau codex
2) Crisis Team can all suit be upgraded to Shas'vre for the 10 points <- sound like a dumb question but i can never get a straight answer on this
3) Can i use the Wraithseer as the HQ for allied attachment since the primary HQ is the tau commander
Thanks for the help i am getting back into Warhammer 40k after 4 years out of it and trying the tau for the first time.

Just fyi, this should be in general discussion not proposed rules. It will probably be moved by a MOD. But that's ok.
To answer your questions:
1) Unless it specifically says he cannot, I would say he can take a bodyguard because he is a battlesuit commander. The rules for bodyguards is that 1 squad can only be taken for each battlesuit HQ. So he should be able to.
2) No, only 1 can per squad. Unfortunately.
3) I would have to see the rules, as I've never played eldar. But if a wraithseer is a normal eldar HQ, it should be fine.

Wrong. The upgrade is for a specific unit in the codex (for example, Shadowsun may not take one even though she is a battlesuit commander). R'alai can not take one, nor can he join a unit since he is not an independent character. He and his drones form a three-model unit.
