Leaning very heavily towards a Lord with a Juggernaut, sigil of corruption, and the axe of blind fury which puts them at comparable points values.
One one hand, this one is fast and generates a lot of attacks. On the other hand, his WS & BS is lowered by one and there's always a chance of him doing nothing.
Contrast to Kharn who will always be hitting stuff with his 2+ to hit at the cost of being slower and hitting people around him. And he has a Plasma Pistol too I guess.

Depends on who they're riding with. Kharn either needs a large footslogging unit or a land raider to make the most of him. Juggerlord needs bikers or spawn for companionship.

Kharn.
Against Space Marines, likely your most common opponent, he hitting on a re-rollable 2+ with 7 attacks. He's then wounding on a re-rollable 2+ with ap2. He will annihilate anything he touches.
His psychic defences and army buffs help seal the deal.

Personally, I'd say the Juggerlord is more flexible, purely because of his speed. Kharn is a beast, and is an awesome force multiplier when he's your Warlord, but the Khorne Lord on Juggernaut is still nasty and has a much greater threat range (that doesn't rely on a transport). Kharn needs a Land Raider to get where he needs to go quickly, which is a huge points investment (and uses a valuable HS slot), or else needs a huge Cultist mob to escort him. Accompanying the Juggernaut Lord with bikes means that they can also provide some reliable anti-tank shots before charging in. Spawn aren't a bad choice, either.
But seriously, the problem with having both in <2000pts is that you're spending more than 300pts on HQ choices alone, not to mention the squads that they need for protection, and then you also need points for the rest of the army. Two expensive HQs like this seems like way too much of an investment, IMHO.

Khorne Lord in a Juggernaut with the 4++ and the khorne axe. Add things if you want, but just that, is unstoppable.

Khorn Lord on a Juggie any day.
He's really fast, gets to roll on the boon (if you buy it), gets an extra warlord trait, he's tough, really killy.
Khârn has a 3+ save and toughness of 4, whopie do.
If you give the lord Veteran of the long war he gets to reroll to hit vs marines too.
3 attacks base base, +1 for pistol, +2 rage, +1 Juggie, +D6 for the deamon weapon.
Even when he rolled a 1 he mopped up my tactical squad qithout any problems.
Both are really killy, but the Juggie lord is more flexible plus he is tough. Around the same price.

He also has a 5++, 2+ save against psychic powers, and is immune to force weapons. That's a pretty big deal. And he has an AP 2 weapon the strikes at I6. And, with Hatred Inarnate, he basically doesn't miss the first round of combat.
Don't get me wrong, the JuGga Lord is definitely faster, but Khârn is much more killy (and it's really not even close), and arguably more survivable.
