well there are couple of meanings for what tabletop standard really is.

for some people (and this is easiest) is that its tournament ready. so 3 colors kind of in the right place.

for me tabletop standard is what will look good when looking at it while its on the table and im looking at it standing up. this will require basic shading and creating visual interest by using contrasting or complimenting colors.

I like to think of it as the "two feet" test. It just has to look good enough from at least two feet away.

"Through the darkness of future past, the magician longs to see.
One chants out between two worlds: Fire, walk with me."
- Twin Peaks
"You listen to me. While I will admit to a certain cynicism, the fact is that I am a naysayer and hatchetman in the fight against violence. I pride myself in taking a punch and I'll gladly take another because I choose to live my life in the company of Gandhi and King. My concerns are global. I reject absolutely revenge, aggression, and retaliation. The foundation of such a method... is love. I love you Sheriff Truman." - Twin Peaks

Depends who you ask.

Different tournaments might have rules which classify table top standard painting as being 3 colours, some stores/clubs might have something similar.

Commission painters and competition painters might define table top standard as anything they don't sell for a high price, with the intent of it being put on display or being put in to a competition. It may still be well above what I can realistically achieve though.

Your average gamer might define it as something that doesn't take them too long to paint but still looks decent, something that looks good from a certain distance away or whatever.

It's a very flexible term depending on who you ask.
