It most definitely doesnt need to be red. But yea, that would make a fine buggy

Orks turn anything and everything looted into weapons for themselves. Theoretically this would include Tau, Eldar and Necron weapons and equipment (Assuming the Necron vehicles don't phase out like the warriors do) But they would be unlikely to know how to use/maintain the alien power sources (Not that maintenance is high on their priorities) And thus would be converted to use their crude combustion engines. A HELL of a lot of conversion opportunity there. That Elysian dunebuggy would look awesome as one.

Horribly expensive models, but no fluff or rules reasons I can think of to stop you using them for counts-as ork buggies. You'll need a weapon swap unless you want them to count-as skorcha buggies, and obviously you'll want some ork crew replacements.

Sure you could use it, all you need to do is Orkarize it.
