Looks very much like a birdheaded Tzeench sorcerer, minus the bird head, which is a seperate piece and if your bits box is anything like mine, still in there and never to be found

Looks like an old Edition Genestealer Cultist or mutnat ......hard to tell

I don't think it is a 40k model.
