I like it. The only thing I would suggest is to somehow get some more AT in there. Maybe you could drop 2 plagues per squad, (It would be fluffy 7 man squads) and get a squad of havocs with Autocannons.

Heldrakes are more anti-infantry/transport, and would struggle with anything over av12. Depends, then, on your local meta.

As much as I like Plasma guns I think it might be a good idea to have one squad of your Plague Marines with melta guns. That saves 10 points to buy maybe a combi on one of your champions. Alternatively you could use the 10 points to buy two more cultists and then break them down into two squads of 15. You will probably just be using them to camp objectives or tar pit units., to me 15 will do this job plus allow you to sit on two objectives. I dont know if you want to give up anything but it does not seem like there is much in the way of dedicated anti-air. Granted Obliterates will assault cannons are nasty I would see about maybe grabbing some havocs with auto cannons, ADL or even a Heldrake.

Nurgle 7?
Khorne 6?

I can't remember the numbers anymore other then Tzeentch because I have 32 thousand sons with aspiring sorcerers to go with them.

I would drop the rhinos. In this edition if they stun a rhino, the passengers cannot shoot at all, even if they get out. That's what kills transports this edition, not hull points.
