I love the new Cataphractii Terminators. I want to make a unit of Chaos Terminators led by a Lord with the Burning Brand of Skalathrax.

If the unit shoots at a vehicle, can the Lord place his Template anywhere and over any enemy models he wants to, so long as a bit of it touches the vehicle and gets a hit on it?

you must maximise the number of hits under the template on your target unit. If your target unit has only one model and you hit that model you are free to hit as many others as long as you do not violate any of the other restrictions.

So yes, your burning brand lord may place the template so it clips the vehicle & still manages to hit many models from one or more enemy units.

this is similar to using blast templates. You must center the hole in the blast marker over a model - but you don't have to center the hole over the center of a model..... You can center the hole over the exhaust pipe on a rhino to clip the dudesmen hiding behind it....

I stand corrected. Note it is still possible to hit multiple targets as long as you satisfy the above stated requirement
