I'll give my recommendation, I've been trying out a similar list, so this might just be my own playstyle. Bikes are good, I use spawn but they are roughly equivalent. I would maybe drop the mark of khorne on them and buy another bike if you can because the Lord is Killy enough for most things. you just want more wounds in front of the lord.
Troops: if you're going to take 35 man cultists I think it's best to have a lord attached. Otherwise they are not fearless, you don't want all those dudes running away or getting swept in combat.
I just spam the small ten man cultist units. They are not fearless but on the other hand they can go to ground, if they are behind an aegis defense line they get a 2+ cover save.
I would also consider making the lord into typhus though. He's just so much of a better deal, and I think you can shave off the points to get him...
If you have 2 squads of plague marines like that I would just make them two 7 man units, drop the rhinos, and arm them with plasmaguns. Their job is just to advance and take potshots at things.

Havocs I would just take autocannons those missiles are too expensive, take an aegis defense line and have them man it. that way in one shot you drastically increase anti-air, and it's still good anti-infantry and light tank... all for about 215 pts. And that drastically increases survivability of your backfield cultists.
Maulerfiends, I would take the lasher whips on them instead, or at least on one, because they could really have synergy with your bikes/lord as they all move the same speed, you assault one thing with the maulerfiend and the lord and suddenly that unit cannot fight back. Much more useful on things like wraiths or assault marines that you'll probably run into more often than vehicles on the front line. You don't need them to open up transports that's what the havocs/biker meltaguns are for.
