Is there any advantage to using Khan in a white scars army if I don't want to outflank? Should I just take a captain or force commander on a bike?

Having played bikers for a while I would say that khan would actually be a detriment to your army. Your going to want to keep combat tractics to allow your bikes to get out of sticky situations. Also, outflanking with bikes can be harmful, because your already low model count so you can't really afford to have your bikers picked apart while not hitting at full force as you wait for the rest to show up. Khan has his use if you want to either outflank termies in a raider or be creative and ally in some space wolf swiftclaws of TWC to benefit from his hit and fun plus furious charge buff.

You can load him up for whatever role you want him to do, and as Kroan has said, keeping combat tactics is important.

Outflanking and Furious charge are pretty meh if you are going bike heavy.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

I think khan makes a very reasonable allied HQ. Otherwise losing combat tactics makes your army weaker.
Khan's squad is awesome.

I guess you are looking for other tactics?
The combat squad rules have changed so razorback spam works with Khan, though you no longer can outflank the assault terminators and assault :(

Khan makes dedicated transport outflank, so you can have razorbacks as cheap outflanking gunboats, a la Baal predators.

Combat tactics is amazing. Being able to run away, regroup move 3'', then act like you weren't running away like little girl is tactically advantageous.
That is a lot of movement, it can keep you away from assaults, run you out of assaults, onto objectives, more or less can get you the other side of the board given the bikers speed, whatever you need.

I would use combat squads of bikers as you need the number of scoring units for as few points as possible. This means you will get to use combat tactics virtually any time you lose a model.
