So, this is one of those things that I'd imagine there's a simple answer to, but I can't find it:

What happens if a vehicle that does not have a listed initiative value is asked to take an initiative test (e.g. if it gets hit by a Blind attack)? Does it auto-fail because it counts as having a 0 or - level initiative characteristic, or is it exempt from having to test in the first place?

I await the collective wisdom of dakka.

There is no general rule one way or another, though there is very strong precedent: Vehicles and Leadership on page 76 (see errata portion of FAQ) which states that Vehicles don't take Leadership or Morale tests for any reason.

They cannot fail the test; they cannot even take it.

The requirement basically doesn't apply. The requirement for a test on something that doesn't exist gets sucked into a black hole of non-existance from a rules perspective.

IE: there are 2 ways to play this, only one makes sense and doesn't break the game.

Because, if model's automatically failed tests against characteristics that don't exist for them then it would cause loads of problems.

Jaws of the World Wolf would remove anything with a I characteristic from the table, obviously that doesn't seem right.

Things that call for Str tests would do very bad things to vehicles.

Those Eldar missiles that cause Wounds tests would also just destroy vehicles.

The implications of saying vehicles autofail tests on characteristics they don't have are huge and would break the game.

The other interpertation that they do nothing doesn't break the game.

IIRC, GW had something in a WD one time that stated that if it has no leadership, it automatically passes
