Cool list, here are my thoughts, I've tried playing a very similar list to this.

oblits need VOLW to boost their leadership or they might fail LD test, when you have those big squads.

I would think about replacing one squad of oblits with a autocannon havocs/ADL with Quad combo. The weakness of oblits now is that they just don't have as many shots as other hvy support for the points. Oblits are more of a up close and personal, specialized unit. You deepstrike them into the enemy where he is weakest, or your front line as you are advancing. Never keep them in the back as they can only fire one 48 inch range gun, and not twice in a row.

Also the autocannons is a lot stronger vs. flyers.

Second, I would think about exchanging one of the HQ's for typhus, and replacing one of the plague marine squads with 4 units of zombies. The zombies will scurry around back-mid field denying incoming drop pods/backfield harassers and ensuring that there are too many scoring units for the enemy to shoot at.

Well, Meade is right about Typhus instead of a lumbering Lord. He unlocks Zombies which would give your army a boost.

I like the idea behind this army, but I would drop the lumbering lord as Westenflux said, and ratulations on choosing the black mace.
And trade some Oblits for a forgefiend perhaps?
