Why the 3 level 1s? I think you will find between the 2 level 4s and the bound spells of the casket and heiro even if you cap at 12 dice you won't have much left over for casting. I would drop them and with those points bring the necroknight units to 5 each, I would also dump the last 2 archer units and beef up the first 3 a bit, but you are on the right track here, looks good.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

his 3 lv 1's take light and buff his banishment to 2d6 str 7 each turn, plus they channel.

The list looks ok, I'd probably drop the horsemen for more archers though.

Yeah I dunno seems like a lot of points to have 1 spell a turn hit harder, I think it would be better served by adding more knights since they will kill more, but hey that's just your opinion man.

Jarbo's right the additonal Level 1's are there to increase the stregnth of the banishment spell, to be fair its more for the psychological threat of getting the 2d6 strength 7 spell off a turn rather than the actual ability fo the spell.

On the other hand with the closeness of the Heirotitan I can often spam a few Shem's to bring out some Dispel Dice for the bigger spells that I am wanting to cast, Banishment, Casket and either Speed of Light of Smiting if I roll it.

The only glaring issue I can see with the list is if I face off against Skaven as its a 13th's players dream
