You can do anything on which you and your opponent agree, however the rule is that you must have at least a 2000 point limit to take a second FOC.

If your max point limit is 2k, you can take 2FoCs.

You don't have to hit exactly 2000 to unlock the second FoC. Its the point limit that allows the double FoC.

You don't have to spend all 2000 points on your two detachments to utilize both, you just have to have a point level above 1999. Like if you were playing a 2000 point match, and you could only fit in 1998 points, you would still be allowed two FOCs.

So if that's the case. I would be able to take one more heavy support and end up at 1994 points. Would that still be abiding by the rules?

The points limit is the limit, not a requirement.

You agree to play a 2000 point game. This unlocks the second FOC. How big your final army is is completely irrelevant.

2000 pts for a double FOC

if a single FOC is
1HQ
2 TROOP

A double FOC min is
1HQ
2 TROOP
1HQ
2 TROOP

Allies would still be 0-2 min needed for each
1HQ
1 Troop
1HQ
1Troop

We are talking about the regular requirement of 1 HQ and 2 Troops. Which doubles if you want to use 2 FoCs.

Ally /= Detachment

If you want to take another primary detachment at 2000, you must fulfill 2FOC minimum requirements.

The key wording is "a game of 2,000 points or more", it doesn't state your army's actual or final points value.
It's illogical to force players to spend all the points, how are you supposed to put an army together if you're unsure until the last unit whether you'll be able to take a second FOC?

As for minimum requirements - the rule allows you to take a second primary detachment. So it's the basic requirement of 1 HQ 2 Troops, just repeated.

So by taking the extra HQ and 2 troops, you unlock all the other force org options (double fast attack, heavy, etc)? Or is it one HQ/2 troops for every choice over the original amount? I am just getting the hang of this concept. My gaming group has been pretty relaxed about it (shame on us), but certain people are starting to take advantage with allies/flyers so now we are all getting educated so we can play a little more correctly. I'm glad I found this thread as this is the same thing currently effecting my 40K world...

If you agree to play a game that is 2000 or more (Up to 3999) points you can have 2 force org charts (2 Detachments).

That means you could have a minimum of 1 HQ 2 Troops and the rest of a single force org chart (A Detachment).

Or you could have a minimum of 1 HQ 2 Troops and the rest of that force org chart(A Detachment), and another 1 HQ 2 Troops and the rest of a different single force org chart(A different Detachment).

Note that it is an *option*, it isn't forced on you. So really you only need worry about the extra HQ and Troops if you want to take, say, 4 Elites units.
If everything you pick can fit into the one FOC anyway, there's no point in forcing additional requirements on yourself.

Just remember to get any of the extra stuff you will need to take the additional requirements.

So you can't have 1 HQ and 2 Troops and run 2 Allied Detachments.

For every full multiple of 2000 points you can take an extra detachment.

2000 -3999 2 Detachments
4000 -5999 3 Detachments

Etc.
