I actually had a similar idea that I've been working on and off to flesh out for a while. My idea was that in order to justify the preexisting necron fluff where they were still servants of the C'Tan and the new fluff is that there is a segment of Necron society that are still loyal to the C'Tan. These C'tan cults consist of a mixture of necrons who feel that their fall to their current state is a result of abandoning the star gods, or alternatively they have become insane and simply seek destruction, similar to a destroyer (although not all destroyers support the C'tan, seeing them as ultimately being a form of natural life and thus inferior to machines). Within the C'tan cults, only the most trusted and useful servants are allowed to retain any resemblance of their former selves (the c'tan who remain free do not wish to be betrayed again, yet recognize the need for capable leaders among their Necrontyr servants).
The C'Tan cult list I've been working on is basically a variation of the current Necron codex with a few new units and wargear options, as well as restrictions, opposed to just a C'Tan HQ choice (although the option to take a "greater shard" or named C'Tan as a HQ choice does exist, although you may only take 1 C'Tan per army, as they would have absorbed any other shards they came into contact with), My basic structure is currently looking something like this:
HQ Choices - Most changed slot.
Overlord - New wargear in the form of C'tan gifts. C'Tan gifts are 1 per character.
Destroyer Overlord (NEW) - New wargear in the form of C'Tan gifts. C'Tan gifts are 1 per character.
Greater C'Tan Shard (NEW) - Improved statline from C'Tan Shard. Gains Independent Character. Minimum of 3(!) C'tan abilities, with new ones added.
Overlord Character (NEW) - Cetken the Reborn
Destroyer Overlord Character (NEW) - Iloth, Blade of the Star Gods
The Nightbringer (NEW) - Stats to come, based of of Greater Shard
The Deciever (NEW) - Stats to come, based off of Greater Shard
Royal Courts: No crypteks. However, destroyer overlords can take Destroyer Lords in a court, whom are 1 wound 2 attacks like a normal lord. Lords and
Elites: Removal of C'Tan Shards (moved to HQ), Triarch Praetorians, and Triarch Stalkers. Maybe one new addition. Maybe a change to Flayed Ones. Will probably re-balance Lychguard (Improvements to the shield, perhaps an upgrade for 2+ armour, and a points decrease).
Troops: No changes as of yet. Debating allowing the destroyer character or destroyer overlords to take destroyers as troops. Debating moving Flayed Ones to troops.
Fast Attack: No changes as of yet. Debating changes to destroyers. Will probably make slight balance adjustments to Wraiths. Might add a new unit if I can think of one.
Heavy Support: Slight changes to Doom Scythe, with a points increase. Debating giving the monolith It Will Not Die for a slight points increase.
Dedicated Transports: Slight points increase to Night Scythes.
Some example Gifts of the C'Tan
Rapidity - The C'Tan have blessed their chosen warrior with a time dilation field, allowing the overlord to appear to move much faster than one would normally be able to. At the start of combat, before any blows are struck, roll a D6. The Overlord adds that value to his initiative until the end of the game turn. 15 Points
Shadow Aura - The Overlord has the stealth USR. Additionally, any unit wishing to charge the overlord must do so as if they were charging through difficult terrain (if they are already charging through difficult terrain, they instead count as charging through dangerous terrain instead, as the aura may cause them to fatally stumble through the landscape). 25 points.
Regenerative Body - The C'Tan has infused the Necron's body with some of its own energy, greatly increasing the efficiency of the repair protocols. This upgrade counts as a Phylectery that does not expire after being used. Additionally, the overlord adds 1 to their RP roll. This stacks with the bonuses from ressurection orbs. 40 points.
