it was said that the effect takes place before the PK making him str6, but when calculating things like furious charge, the modifier doesnt happen till after the PK is applied.
so in sort would the nob be str 6 (-1 x2) or str 7 (x2 -1)

Look up multiple modifiers. It works exactly as it does in maths.

Only exception is GK Psychic Power Hammerhand, which explicitly specifies that it works in different order.
