I found some buggies and boyz I want to use for my Ork horde. Would I be allowed to use them in tournaments?

yeah, they are GW models after all.

Make sure you put them on regular bases. Those tiny boy bases will be more of a pain than an advantage.

They were 40k-scaled models, and most of the models were also available as regular Ork models for 40k. You can use them just as much as you use modern Ork models.

Does anybody know where to get the vehicles? The one I was looking at on ebay, is no longer there. I want a buggy and something I can use as a looted wagon

Why you'd want either is beyond me though, since they're very, very dated models. As with your looted wagon idea, you're best off scratchbuilding or cannibalizing mulitple other kits.
