Is it possible to attack the Ultramarine at Macragg, kill them all and cut open Gulliman to make Primarch mark 2?

Nevermind the dificulties with the PDF, the marines, defence network, fleet and all succsesor chapters that would most likely come to the aid.

I used 15 spawns in 1500 pts armyes before it was cool

It is possible to clone it ( they did clone Horus, but he was destroyed by Abbadon ), but other than that...

And who would in their right mind attack Macragge? They beat the Tyranids so they can beat everyone else.

The Primarchs were each totally unique, the products of science and sorcery known only to the Emperor and perhaps even requiring the help of the Ruinous Powers. Their creation is not repeatable.

Primarchs are very special and made by the Emperor and his scientists with a different method.
So cutting into any Primarch wouldn't get you gene-seed.
Maybe the formula handed to Corax back in the Day before the AL stole it, was clean enough to create marines and to have a chance to understand the process of creating Primarchs. But maybe it is worthless without the Emperors guidance, a lot may stem from the dark age and forgotten knowledge can't be replaced by opening up corpses..

I believe there was a process where you could use genetic material from a primarch to create new geneseed. Which is how geneseed was created in the first place.

But I don't think they have a gland or something where a set of progenoids pops out every so often.

If you did have a genetic sample from a primarch, you could clone him. It would still just be a clone.

If you had a genetic sample, you could also create some new geneseed. It would be free from any impurities that the generations of progenoids may have developed over the years.

So if you had a genetic sample from Dorn, for example, the Imperial Fists could fix the fact they are missing several minor organs.

Any sort of sample from the Primarch, or indeed any Marine from around that time, would be extremely valuable for genetic stability.

This is actually why the Emperor's Children didn't die out. Prior to the Emperor finding Fulgrim, the legion suffered from both a major genetic defect that caused half of their geneseed stock to be unusable, and from having the other half blown to smithereens while being transported. The legion was saved by finding Fulgrim, who was able to supply enough genetic material from his own body to quickly produce huge amounts of geneseed and keep the legion from dying out. It might be possible to create new primarchs if, say, the AL gave Fabius Bile the Emperor's formula that they stole from the Raven Guard, but I doubt anyone really wants another set of primarchs running around. Abaddon killed the Horus clones, the High Lords wouldn't want their grip on power upset. I suppose the Tyranids might like to eat a primarch or two, but that's about it.

Arguing with some people is like playing chess with a pigeon. You can play the best chess in the world, but at the end of the day the pigeon will still knock all the pieces off the board and then gak all over it.
