Out of curiosity, when you say "The Imperium vs everybody" do you mean "Imperium vs everybody (collectively)" or "Imperium vs everybody in a group of 1 on 1s" (ie, Tau vs Imperium, Eldar vs Imperium, Chaos vs Imperium, etc)?

IOM

Everyone else, plus rebel ex-IOM

Yup.

DDWWC 1 was overly complicated in that regard IMO.

If we do end up using my framework it'll be a fairly simple system, and we can always add more complexity if need be for the next one along

I'd also suggest giving the DDWWC 1 threads a good read. Running the campaign was a lot of fun, but also a hella lot of work.
