Do you put units that are unable to Deploy in Reserves?

... That's a lot of models.
I'd say that yes, some are forced into reserve. On the other hand I'd just concede because it'd be almost impossible to win unless there's a lot of small units and it was a VP game.

Vanguard you dont usually get a lot of room depending on table size so its easily done ime

Even Vanguard is a significant area to fill up. My crappy math says about 138sq inches.
I guess a horde army would fill it up, but jeebus.

Not really, the guy who designed the scenario likes to make ridiculously small deployment zones. This next game is 6” from the Corner, I am not even sure if my Land Raider will fit in it.

So thats the size of deployment without knowing the table size?, like I said it depends on table size, at my main club they do have 6x4 tables, at my other one they have smaller tables. Also it would depend on the points being played on said tables.

Sigh. Yes, if you don't play on standard tables it'll obviously be smaller.
Smaller tables means smaller point sizes meaning that proportionately you should still have the same likelihood of filling the space.
If you shrink table sizes without shrinking points I feel sorry for you - that gives a lot more power to short range armies.

I personnaly dont shrink the tables, usually leave my shrink ray at home, nor do I bring my own tables to clubs, we have to make do with whats there. Sometimes we play big games sometimes we dont, yes the tables are restrictive there but we dont let that restrict our points. Hardly worth arguing the point really

Just for the correct math for a standard board
(Just Note that most floor tiles are 144 sq inches)
Dawn of War Deployment is 864 Sq inches (12" x 72")
Hammer and Anvil 1152 Sq inches(24"x48")
Vanguard 845.875 Sq Inches (50.5" x 33.5")/2
Essentially what this means is assuming you pack in everything as much as possible and there is no impassible terrain it is nearly impossible for an army to not be able to fit inside a standard deployment zone.

This is also kinda silly, and borders on breaking the game (1) voluntary reserves not to exceed half the army (2) one good round if shooting eliminates models on the table and the game ends.

I agree with point 2 completely. Whoever is setting everything up sounds like a wackadoo.
Point 1 though, it's not exactly voluntary if you can't fit them on the board. ^^

It sounds like you folks are playing larger point lists, like 3,000 or more. If that's the case, your best bet for mission and fair deployment is to go with the Planetstrike deployment rules.
