Hello all! I am running a tournament event at Adepticon this year and I am looking for some last minute thoughts and assistance before I hand in my finalized rules. This is a very non-standard tournament. It is 1000 points with a 250 point side board, it uses stratagems, it has the possibility of attacker/defender scenarios based on match ups, and the 4 boards each person will play on will be greatly varied from very open terrain to very dense terrain. If you like the 40K Expansions and unique environments of play, you will hopefully dig this event. This is the sort of event I would like to play in and I'm hoping others will find it entertaining and fun as well. Below are the basic rules first, and then a list of Stratagems. After reading through everything I'm looking for the following insights:
1) Are any Stratagems overpowered? And in what ways would you suggest to tone them down?
2) Are there any Stratagems that I omitted that you really enjoyed using in your games at home that you feel should be here?
3) Are there any "no brainers" or Stratagems you'd never take?
4) I never address Warlord Traits. Do you think they should be included or would only further muddle the special rules you would have to remember each game?

Very cool idea! Here are some of my thoughts.
- 1 Imperial Armour unit is allowed per player.
I would suggest changing this to state, “Players may use Forgeworld units that have the 40K approved stamp on their rules”.
- Select a 1000 point army adhering to one of the 3 FOC Charts listed below with a 250 point side board that stays within the constraints of your chosen FOC.
I feel there needs to be more clarification around how and what is the sideboard. Do I have x units of ~250 points, and I can pick one unit from those choices to include in my static 1000 point list each game? Or do I swap out a static ~250 points unit with another unit from my 1000 point list each game. Just to be clear, I really like the sideboard idea, just feel it needs some clarification.
Can the 250 points be spent on multiple units (assuming they fit into the FOCs)?
- Allies are legal.
How do allies work with the FOCs variants and the side bar? Does the sideboard need to be from the primary detachment or can it be allied units? If it can be allied units, am I restricted to one specific codex for the allied army. (i.e. Can I take Tau as my primary and have a side bar of eldar units and a side bar of dark eldar units? I would assume that I can only use one or the other each game.)

Since they are part of the core rules, I would keep them.

Here are some comments/questions/items that could use some additional clarification.
General Rules and Restrictions:
As previously stated:40k stamp on Imperial Armour
1 Imperial Armour unit or 1 imperial armour force org? (some are 1-3 choices)
Allies don’t fit in Force Org. I would assume 1 HQ/1 troop minimum for allies but this is unclear.
Are these force org charts required to be full (does a defender HAVE to take 2 heavies). If no, what are the minimums to be filled?
What happens if a dedicated transport can’t be taken (flyer/drop pod, etc)
Who determines what can’t be taken (if I make a board torpedo drop pod can I take it on the space station?)
Do I have to use the same force org chart all the time or can different side board create different force orgs?

DIRTY TRICKS
Booby Traps
Weak. An average of 2 hits per game IF the enemy moves into all the terrain pieces that have markers. Removing the requirement that they be in terrain and giving them a threat radius (2.5 inches?) would help. It could then the be used to direct traffic to areas where the enemy doesn’t want to go instead of encouraging them to avoid terrain that they may already be trying to avoid.
Demolition
If the target is a tunnel or ship passage does the area become difficult, dangerous or impassible? Does anything happen to units inside of terrain when blown up?
Fog of War
You mean run not fleet in the last sentence.
Preliminary Bombardment
How is behind barricades determined since there is no blast marker?
Slash and Burn
The ability to make all terrain LOS blocking is very powerful. Some form of restriction needs to be placed (1-2 burning, 3-4 smoking, 5-6 nothing or 4 random pieces of terrain, etc)
ARMORY
Combat Engineers
Incomplete
Flakk Mods
You’ve already said that flyers won’t be allowed in all game, this seem unlikely to be popular.
Sacred Totem
Hard to tell, needs to be tested.
Siege Shells
Generally Imperial only strategems shouldn’t exist. Suggested change is to allow 1 tank to take siege shells (or other terrain breaking ammo). Doesn’t change the strength of the guns but makes AP- and if hits a unit in cover (or terrain it self) it has the noted effect.
Wrecker
So if I assault a bunker it has no effect? If I win combat during your turn and consolidate next to the bunker it has an effect?
DEPLOYMENT
Advanced Reserves
Powerful ability but weak. An average of 1 unit but too many chances to fail. Maybe just make it one unit on a 3+.
Familiar Ground
Too good. Have to limit the units (troops only?)
Hidden Deployment
Everyone deploys in base and moves from there or 1 model with in base and rest can spread out? Do they count as moving when revealed (how does a squad of 10 with a lascannon deploy/shoot turn 1)?
Recommendation is reveal at start of turn, deploy as if leaving a vehicle access point (6 inches, no further movement). Otherwise you either run into issues of not being able to deploy or a 10 man squad potentially deploying a guy 28 inches inches away from the marker (10 inches of bases, 18 inches of 2 inch gaps)
Can you normally deploy squads as well?
OBSTACLES
When are they placed? How many Minefields (1? unlimited?)? Are minefields place pre or post run? Does the running unit immediately trigger?

Lots of great feedback here. I really appreciate you both taking the time. What's interesting is a lot of the info from the Stratagems is copied verbatim out of their original sources yet there are so many questions. haha.
I'm going to pour over everything you both said along with some input from other forums and post an updated list with many clarifications. Thanks again and please keep following the thread. A few extra sets of eyes is a huge help. Thanks!

This list has been updated after feedback from numerous people. Not every change people suggested has gone in as there have been people who have wildly different views. Plus, I think some have been undervalued by those doing the scrutinizing because they don't recognize how valuable some of them will be on certain tables. For example: Booby Traps don't seem that impressive until you are playing on a desert table with only 4 or 5 pieces of terrain and they also happen to be the objectives.
Please note: No changes have been made yet to Demolition, Wreckers, Combat Engineers, or Siege Shells. These require a bit more research or just a lot more typing so I will solve those issues tomorrow along with clarifying the basic rules as Steinerp recommended. Equinox and Steinerp, let me know if this rewrite clarifies all of your questions about the basic rules:

Also, one of you raised a question about "what if a drop pod were modeled to be a boarding torpedo?" As cool and thematic as that might be, the constraints of running an event like this forces me to be fair and balanced. The Specific Table Rules will be posted in advance, but the Zone Mortalis rules (as an example) have specific restrictions that I'm not going to mess with even if it would be super cool and creative for someone to bring a Boarding Torpedo. There's a Stratagem for that called Interdiction Assault that will be included in the final Stratagem list.

Players may use 1 Forgeworld unit each that has the 40K Approved stamp on its rules.
Just drop the word each, as it can be read that you can take one of each 40K approved units and not a total of one FW unit.
Otherwise, I think it looks good! Cannot wait to play in April.
