Ok I know that in the regular rules that a land speeder storm has a BS of 3 I guess that they are basing it the base BS of most scouts of 3. So does that mean because I run Space Wolves whose scouts have a BS of 4 that if I run with a land speeder storm it will have a BS of 4? That and does any one have a recommendation on how to convert a regular land speeder to a land speeder tempest?

Actually it would be more like actually sit down and read it. Got one just haven't had time to read it thouroughly. Doesn't help the neatest hobby shop is 3 hours away.
