If I have a space marine chapter master on a bike, can he call in an orbital bombardment if he moves? In the orbital bombardment rules it says he can only fire it if he didn't move that turn but the bike gives him relentless.

Short answer: no.
Long Answer:
Orbital Bombardment is an ability of the CM, which cannot be used if the he moves. Apart from the movement restriction it counts as firing a ranged weapon with the profile given.
Relentless allows you to count as stationary while firing certain weapon types, it makes no mention of abilities at all (regardless of similarities to a weapon of any given type.)
Since OB specifically says you can't move and use it, and Relentless doesn't override the restriction listed in the ability, you may not move and use OB.

Marneus calagar has TDA but he still has to stand for a turn to co-ordinate a space based weapons system. Relentless allows you to move without the negative penalties for ranged weapons.
There is no penalty here it is a requirement to stand still to use the weapon at all. Not to fire it at full BS as with heavy weapons etc.

Well since OB is ordanence and a barrage weapon does Relentless state one of those are covered? If not then he has to park the bike.

Strangely enough there seems to be a difference in the rules between 'not moving' and being 'Stationary'.
When firing weapons (like Heavy weapons), you're required to be Stationary. Vehicles fire more weapons when Stationary. Relentless lets you count as being Stationary.
They're pretty consistent with this term. So when a rule says you can't move, I assume it means just that. Counting as Stationary doesn't change the fact that you did move.
Also Ordnance requires you to be Stationary anyway, adding the extra 'don't move' part points towards Relentless making no difference.

Indeed, not moving =/= stationary
You cannot use the orbital bombardment if you move.
GK OSRs are similer. They also require you to not move.
