So I know chaos has war bands instead of chapters, but are war bands the same size as chapters or smaller

Usually smaller, they can be bigger though. It all depends. Overall though there are less CSM then loyalist Astartes.

It's variable.

Some Warbands may be company sized, others a couple dozen, some will be truly huge with hundreds or thousands of Marines.

There's no hard and fast no's.

A warband is basically whatever a leader can gain in followers for whatever reason.

They could range from a single squad of former loyalists banging around the galaxy just trying to survive to a massive army of several million cultists and hundreds of CSMs bound in service to a Chaos Lord with his eyes on Daemonhood.
