The FAQ states...

Q: Must a Grey Hunter unit that consists of ten models take the first
special weapon at normal points cost in order to take the second free
one? (p26)
A: Yes.

This makes it clear you can't get a free weapon at 10 models without buying one first. But since the list goes:

...one of the following:
Flamer free
Melta 5
Plasma 10

Can the 2 weapons I select be different?

Such that:

1. Could I take a melta for 5 first for free, and then for my 2nd weapon get a plasma free?
2. Could I take a flamer for free first for free, and then for my 2nd weapon get a plasma free?
3. Can I not have a grey hunter squad with 9 guys with bolters and 1 guy with a free plasma? It would have to be either:

a. 8 bolters, 1 special (any) for cost (even a free flamer), 1 plasma for free? ...or...
b. 9 bolters, 1 plasma at cost (10).

1) if your melta costs you 5, it is not free. Typo?

2) That is correct.

3) you have to have a special weapon to get the second special for free, you can not have 9 bolters and a free plasma. It would have to be either A or B that you listed.

FAQ covered 3. You HAVE to take one special weapon at cost (0 for flamer, 5 for melta, 10 for plasma) before you can take one special weapon for free. You also need to have 10 boys in light blue to get the 2nd weapon free.
