Almost - your general needs to be a wizard, which means it needs to be a Necromancer or Vampire. Outside of that, you can fill it out with Wight Kings, Skeletons, Grave Guard and Black Knights. Vampire Counts aren't made to be built with only skeleton units though, since they encompass all Undead (except Mummies). You'll be lacking some support from other units.
You'd probably be better off with Tomb Kings, which do the whole Skeleton thing better, since they're based entirely around Skeleton and construct armies led by Mummies.

As Loki said, you'll be lacking support units with VCs while TKs are more the skeleton army.

any other army that you can say thats a lot like beast and fearsome creatures ?

Nothing says you can't use the Vampire Counts skeletons with a Tomb Kings army. Plenty of people do it. You might just need to find some bow arms if you want archers, as the VC skeletons done come with them.

Do counts as if you want to go full on skeleton.
Instead of a necromancer you could have a lich.
I'm still fairly new to VC so I don't know what kind of support you would need (I know varghulfs are good), but I'm sure anything can be converted to bones.
