In the rulebook it specifically states that a tank cannot flat out after tank shocking. But is it possible to move flat out in order to enable an initial tank shock?

Don't have the rulebook to hand, so check the Tank Shock rules to see if it's limited to the movement phase. I can't think of any other reason this wouldn't work.

Tank shock is limited to movement phase. "When moving a Tank,the player can declare that it is going to attempt to Tank Shock instead of moving normally."

What Luide said. Flat out is now in the shooting phase, and cannot be used for tank shocking, IIRC.

Also, Pg. 72 under "Moving Flat Out"

"A Tank cannot move Flat out in the same turn that it performs a tank shock."

OP, note that it does not say "after tank shocking" it says "in the same turn".

Tank shock is done in movement. Flat Out is done in shooting phase. No, a flat out move cannot contribute to a tank shock.
