I have about 4000k of painted orks that includes 15 Lootas and no burnas (and no little meks). Should I go with 15 more Lootas or expand my list building (and play experience) and field 15 burnas (have bits to make up the last three).

Try 5 burnas in a trukk and increase the lootas to 22 and break it up into two units of 7 and one of 8 so that they can target 3 things per turn and still go to ground.
