If I take a librarian from the codex marines codex when do I get to decide if I want to use the codex powers or random powers?

Can I say I am playing daemons this round so I am using null zone game 1. Then in game two I am playing IG so I want to try to luck up and get puppet master and choose random powers.

If it is a tournament (as your references to game 1 and game 2 suggest) then it will be at the discretion of the TO, I've seen these vary significantly, from being allowed to take codex powers and decide to swap them before the battle, to at least one tournament where your army list had to stipulate if you were using psychic disciplines and even specify how many rolls on each table you would be using for the full tournament.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

The second option is, of course a change to the rules as presented in the book - which is that you choose before the game starts. Any such change would ideally need to be presented as part of the rules pack / "FAQ"

I wouldn't mind if a TO allowed switching of psychic powers between games. It would be a bit like sideboarding in Magic. "Oh, no tanks? Well my zoanthrope will try and conjure up something more appropriate for this situation."

It isnt a case of "allowing" switching - the rules already do so. A TO woul dhave to actively deny switching.
