Am I allowed to base a model on a larger base than he is supposed to have?
I have kitbashed a Wood Elf Highborn but he doesn't really look that special - he looks simply like a Wild Rider Champion. Can I base the model on something bigger than the normal cavalry base?

I would dbl base it so you can use it on both types of games. IE just cut out the spot where the smaller base would fit and then work around it.

Generally, in Fantesy having a larger base will be a huge disadvantage. Except for a few select items that effect models that are in BtB with the bearer(like the OTS or that one Chaos Sword)
So unless you use an item like that it shouldn't cause any issues.
Of course the best way to distinguish a special model is to make it look special. Give it a special paintjob.

Bases aren't a huge deal in a unit. You can always swap it out if anyone complains. Like if you have a unit of
XOOOO
OOOOO
With X being the champ on a different base, if there's something that is causing issues because of base size, just quickly grab a back O and put him in and say the front left is the champ. Takes like 5 seconds.

It is one of my pet peeves to see armies where every model is standing on some huge rock. What, are your Chaos Warriors attacking the Giants' Causeway? I'm sure that I've seen armies of WoC standing on bits of slate, all trying to outdo each other in conquering Welsh mining towns. It seems to be particularly prevalent with Grey Knights as well, and drives me bonkers - more often it looks daft rather than good.
I'd go with doing a nicer paintjob, or giving him some sort of crown or something to distinguish him. A larger base will probably just annoy you, especially since it is likely to cause traffic jams, as well as disagreements with opponents who planned to take that large base into account and are not pleased to find out that he is 'really' a normal cavalry base. I know that these seem minor, but minor irritations do add up.
