Just getting into 40k and gonna be painting Tau. I'm not sure on what brushes I should be getting(GW brushes)
And what base modeling supplies I'd need, think I'm gonna go with a city theme, so maybe a gravely stoned kind of base.

Well, there are tons of resources out there for you to use. but this is what i would suggest you get for a starter set.
1 set of needle files, diamond files work well (they are cheap on amazon)
1 set of paint brushes. i usually go on dick blick to get mine. Anything sable will be good for your purposes just starting out. personnally I mostly use Kalinsky brushes, but these are for thin paints. army painter makes some good ergonomic brushes with triangular handles.
1 pair of side cutters, aka sprue cutters, it brings down your time of sanding and model prep, i cant say enough good things about them.
Super glue, model cement, white glue. I would go with the semi thick super glue as it will not run all over the place and it will fill the gaps on the models a little for you. (saves some time)
1 good desk lamp. natural light types are the best but remember you dont want it to get too hot as it will dry out your paints.
Paints. Find the color scheme you are going to use and get some paint. everyone has their preferences but i like vallejo, you might have to order it online, the warstore has a good selection of their paints.
basing material: if you are going for rubble you can use any number of things: IE rocks, cork, your leftover sprues chopped up etc. you might want to take a look at woodland scenics and get some static grass and flock too. but that is for more natural bases. there are tons of different types of plastic sheeting with designs already molded into them. there was an article in this forum about an overgrown cathedral not too long ago which has a really good representation of this.
something to protect your models. be it GW, Army transport, Battlefoam, Crystal Caste, anything like that. If you put your models in a cardboard box to carry around you will just be wasting all the time you put into making and painting them.
A couple extras: I like to use plano small tackle boxes for my bits. you can seperate them and see through the top, but many people use nut and bolt drawers for a work bench. just look up work space organizers on the web and see what will work best for you.
you will need a painting space. dont cramp yourself into a corner, things will get cluttered. take a look on you tube and see what people have for theirs. there are a lot of good resources on there. well i think ill get off my soap box and let other people give you some advice.

Just remember, that list is basic starter stuff, there is so much more you can get to make your life easier.
a dremmel with bits, a pin vice and drill bits, organizers, magnifying lens desk lamp, third hands (xacto makes them), hobby knifes(again xacto, which should actually be in your starter set, cant believe i didnt add that), sand paper, green stuff(modeling putty), clay workers tools, dental picks, Zip kicker(superglue insta set), bottles, airbrush, compressor, cutting mats, modeling books(osprey modeling has TONS of references and i think they are local in the UK too), large brushes for drybrushing terrain( terrain is a WHOLE other topic, there is a lot going on there), plasticard, foam core board, a set of jewlers pliers(i would suggest craftsman), and of course time(you will need a lot of it).
this is not all inclusive and people will add more later im sure, just remember to keep your head up and take it one model at a time. dont look at your whole project, it will seem daunting at first. buy something, finish it, then get your next piece to work on.

I'm going to pop in and recommend that you invest in some masking tape as well, it will do wonders for your urban theme to do some cool digital camo effects with minimal effort aside from cutting the tape itself
also spray primer, army painter is my personal fav,
