Here goes, this list is designed for a decisive 1st turn strike using both Vulkan and Mordrak.
Primary Force - Marines:
Vulkan (190)
10 man scout squad, combi melta, half pistol and knife half sniper (150)
10 man scout squad, combi melta, half pistol and knife half sniper (150)
2x Landspeeder Storm, Multi Melta (130) (carries half of each scout squad)
Dreadnought, Multi Melta, Drop Pod, Heavy Flamer (150)

Sternguard, 5 combi meltas, drop Pod (185)
Grey Knights Division:
Grand Master Mordrak (200)
10 Grey Knight Terminators, Justicar Thawn, Banner, 2x incinerator, psibolt ammo, 3x Hammer rest halberds (530)
5 man interceptor squad, incinerator, 3x halberd (150)
Ok Here goes the strategy: 5 scouts from each squad hang on back objectives with sniper rifles while the other 5 scout move and advance to take early melta shots at tanks/heavy targets. Mordrak and the big terminator squad drop in not scattering on the first turn for some well placed incinerator shots and a whole lot of strength 5 bolter rounds. Interceptor squad teleports in for another well placed incinerator blast. These units ideally want to focus on the enemy death star (assuming there is one). If it's in a tank, 5 melta sternguard and/or multimelta dread/speeders will open it up for them. If it's not a deathstar unit it will likely be dead. If it is, the goal is to whittle it down enough that it will be overpowered by the 11 GK termies facing them down. If I am going against a close combat army, Mordrack can use the counter attack grand strategy on the terminators as well, meaning that by the time the enemy actually gets to hit, they may already be effectively neutered.
Thoughts?
The main weakness I think is the lack of early units on the table.
