Page 43, TWIN-LINKED: TWIN-LINKED TEMPLATE WEAPONS: 'Twin-linked Template weapons are fired just like a single weapon, but must re-roll failed To Wound and armour penetration rolls.'

Page 420, DIVINATION: PRESCIENCE: '[ ], the target unit can re-roll all failed To Hit rolls.'

If a model has the ability to re-roll misses, To Hit rolls of 1, or something of the like, and uses a Template weapon that is not Twin-linked, are failed To Wound rolls caused by the Template weapon allowed to be ro-rolled like with the Twin-linked rule, or does the weapon have to have the Twin-linked rule? For example, a model with a Flamer in a unit that has been blessed with Prescience? I was told by a pretty solid player that it is 'just like being Twin-linked', but I am skeptical.

No, it is not the same thing as twin-linked, at least not as far as template weapons are concerned. Being able to re-roll to hit ala prescience does not allow a template weapon to re-roll to wound.

As the good don says, rerolls are not Twinlinked unless the power/wargear etc says so. There's an IG order that specifically makes weapons TL vs some targets, and the SoB WD Codex gives Dominions an Act of Faith that makes their shooting attacks TL. Twinlinked gives rerolls to hit and rerolls to wound with Templates - a reroll to hit is a different thing.
